The prime minister went out from City Hall and waited into the crowd. He likes to maybe show those groups of protesters that he's not scared of them. I think this probably scares the ever loving crap out of the RCMP with him for, for good reason. This is a dynamic that happened during the last campaign as well. The leaders personality plays into it. And also decisions about optics play into it.
