There's a strong emphasis on development of women's independent activities. Develop rural community spirit to destroy selfishness isolationism prevent migration of young people and harijans to cities. Cotton is the best crash crop without cotton being the best cat crop the village is in a failure state. I hope this isn't an offensive term i'm unfamiliar with it but um god knows it may be so like radio communication that's one of the things i don't understand what the failure state is anyway.
