Clouds Aren't a Big Deal, Right?

CNN's John Sutter talks to Philip Layton, the man behind Operation Plum Bob. The project was supposed to create a cloud that could hide an entire city from Russian nuclear bombers. Minnesotans sabotaged the project and made it a big deal; they were uncool about it.Layton is part of the Army Chemical Corps as well as Stanford. So he's sort of a military scientist who wants to be in charge of stuff.
