The Judgment Is Much More Effective Than Ball Don't Lies
One of the only ways you can decide peacefully and efficiently who is right is essentially a ritual what we call a ball don't lie. Gerard thinks that not only do we have a monopolistic force on violence, but that the state must assert itself everywhere to establish law. The judicial system conforms much closer to the logic of vengeance than even ritual does because it's intent on punishing the guilty party.
