The Secret and Hidden Wisdom of God
Paul speaks of a secret and hidden wisdom of God in Ephesians chapter 3. The word hidden there is the word mystery. What Paul has in mind here is the consummate final revelation of the gospel. So I think that's what Paul has in view when he's talking about God's plan of salvation.
