Is There a Right to Rome?

In Norway and Sweden, they call it Alazman Ratan - a freedom to Rome. You can pretty much camp within 70 metres of someone's house on their land. The UK is pretty miserable in this regard, it has to be said. But I think this is going to be one of those big moments where the kinder, scout, mass, trespass, led ultimately to the foundations of the National Parks and the Pennine Way.
