The state building strategy in afghanistan was essentially an imperialistic approach, where the rulers would promise access to property in exchange for political support. And before the taliban retook the country, there were situations where taloban would go into communities instead of courts. But now, when they're in charge of the whole country, there's no constraint on them. What's to stop them from expropriating land? How can you compel them to do things that are actalyu going to benefit people?
