Mutiny Net: A Long Lived Test Network

Mutiny net is we're launching our own shit coin and it's cooler fast than the Bitcoin. It just has no value. We actually set this up so that it would run a signet that would run with 30 second block teams, but there's a signal has a difficulty adjustment. So it was just trending back to 10 minutes. Ben made a pull request on Bitcoin core to make this a configurable thing so that you can set a block time target for a custom signal.
