The Consequences of Abolition
Public bodies can be complicated legislatively to abolish that, especially if they exist in primary legislation. Some of these abolition or changes are still the consequences still being worked through decades later. The other thing is that they are often communicated very negatively. They're generally seen as something has gone wrong, this body is failing, let's get rid of it. That can cause a lot of negative consequences down the line.
