Modern life has created many new threats and opportunities that did not exist 250 years ago when we wrote the constitution. A naive libertarian might say, well, just let the private sector work it out. And o don't. But a state capacity libertarian would say, wait a minute. If government doesn't insure the ah that the power grid isn't fragile, were oing to be in situations where the government is going to be taking harsh steps. So we're better off with an effective government that does something about a fragile power grid.
