The people who joined the zemstta were disappointed that the great reforms became a bracketed time period. They started to develop an independent, if ill defined and unorganized set of ideas. Unlike their reformist cousins, those enlightened despots, they did not trust the central bureaucracy to carry out further reforms or advanced russia towards liberal freedom and progress.
