There is a bigger picture problem of the runaway polarization and the kind of extreme party tribalism. A couple of states have already adopted rank choice voting. There are some limited things that congress could do to prescribe compactness for house districts. But when it comes to the interest in different voting methods, there is no prospect that the federal government will lead the way on that.
