The House of Commons Can Get Its Way

It's fundamentally wrong, in my view, that the party that wins an election can then change the election rules in its favour. Under this system, more wealthy people who live over seas are likely to vote and will be encouraged to donate. The body which supervises all this, the electoral commission, will be effectively controlled by the executive rather hnbeing truly independent.
