Dick Cheney had been involved in emergency government plans for decades. He first served as President Gerald Ford's Chief of Staff, and then as George H.W. Bush's Defense Secretary. The Presidential Successor Support System pre-designated former top officials as the emergency Presidential Chief of Staff in waiting. It meant that non-active officials would be whisked to bunkers around the country during a nuclear attack.
