Is There a Legitimate Claim for Secession?
In the Declaration of Independence, secession is legitimate for any reason they decide. The question here is whether the states are acting independently and all acceding to a declaration of independence jointly if they're acting as state actors. There's no clear constitutional mechanism for this or philosophical mechanisms.
