The base model MacBook Pro, the M2 MacBook Pro and the M2 Mac Mini's both have slower SSD speeds than the M1 models that they replace. Apple has decided to save money by only putting one larger chip on instead of two smaller chips. And as a result on those on those lower configurations, the storage is a little slower.
