Alex Vatanka: I think there's an opportunity for smaller developing countries who again haven't always found their footing in terms of the framing and the language to use. He says Israel has been able to do that in part because of its close relationship with both Europe and the United States. The Israelis have welcomed in Chinese infrastructure builders and Chinese contractors, he says. But if the U.S. was truly good at building infrastructure around the world, they would be competitive in Israel, writes Vatanka.
