The High Value Targeting in the Counter-Narcotics Space
High value targeting in the counter-narcotic space comes from many problems. This particularly pronounced in countries that have law enforcement forces with such weak law enforcement capacity and where the state is really not effectively in charge of large territories. In Mexico, the targeting has led to the splintering and produced the criminal market that's out of control. The administration of President Andres Manuel Opezto-Bredore has given up on any kind of security law enforcement strategy. They are essentially pulled back from any kind of confrontation with the criminal groups.
