Sri Lanka's debt at that point was mostly to the bilateral and multilateral lenders. A key event happened in 1997 when Sri Lanka graduated from a low income country to a low middle income country. By the mid 2000s Sri Lankan government needed to find alternatives to finance their increasing political ambitions of doing a very infrastructure-led growth module. The one thing they did in 2007 was starting to borrow international sovereign bonds or Euro bonds.
