porto rico is so close to florida, as are the us Virgin islands. It almost seems americans go out of our way to exclude territories from the national imagination. Alongside the empire building impulse, these scholars agree, there was always anti expansionist feeling among many Americans too. Daniel m ervar says, going back to the nineteenth century, America had debates about which possessions should become a permanent part of the country.
