Constitutionalism and Judiciary

In 17 87, the framers of the constitution were designing how this federal government would work. The president controlled the army, congress controlled the money and the courts judiciary. Without the sword or purse, the supreme court didn't have muchpow to enforce its decisions. It wasn't yet in really anybody's imagination that they had to worry about judicial review.
