A lot of the international adaptation story is more about how do we change so that we remain the same. I think there's a little bit of a paradox at the heart of the whole enterprise that many of us are unwilling to make and to address. Governments have to consider their economies and they will in the end really only be behind solutions if it also makes sense for them, for my economic standpoint.
