Quietism does not mean inaction. It's about understanding what's appropriate in a particular circumstance to move things to the place that they should be going. Ultimately you're trying to achieve some kind of balance, if not equilibrium. So I think in these terms, like to get back to the Sun Tzu sort of analogy: The best general is the one who never fights.
