The Right to Education in the US Constitution

It's in state constitutions in the 1800s that education becomes a right. Wisconsin, you know, is a good example of these sort of upper midwestern states. The wealthy, planter families could educate their kids, in some cases, sending them to England. But everybody else were not going to pay for that.
