Two things have happened, and the second is far the more important. A sense in the world outside that the Chinese economy itself has very substantial problems. Western policymakers and a bubble American policymakers have decided that the rise of China is a major strategic threat. And this paranoia, I think, has now become a dominant element in America. Thinking and shaping Mr Trump's policies above only trade policy - which we're going to get to.
Is China, with its unfair trade policies and shameless theft of intellectual property, an enemy that needs to be reined in? Or is it in the West’s best interests to view China as a strategic partner and aim for mutual respect and cooperation?
