The Every Student Succeeds Act, or MTSS, is federal legislation that aims to make standardized tests more accessible for students. In Texas, the state exam can't be used if a teacher isn't using tools such as manipulatives and other ways of teaching math. "You can't intervention your way out of week tier one," says LZ Granderson, an instructional technologist who has been working with teachers on how to use these tools.
