The German Confederation and the German Revolution

Bavaria and Bauden had both promulgated constitutions before 1820. The German Confederation was managed through a federal assembly that met in Frankfurt. Delegates to the assembly were chosen by the German rulers, popular election by the people was not even remotely considered. Of the members Prussia and Austria each had one vote, as did Bavaria, Saxony, Hanover, Würpemberg, Baden, and the two Hesse's. And also thrown in for good measure, thanks to personal dynastic claims to sovereign units inside the Confederacy, the kings of Great Britain, Denmark, and the Netherlands also each had oneVote.
