Opus Dei would say the difference is that an ordinary or something like that is just living in this world, whereas a Prelature is this hierarchically constituted community with some apostolic mission. The pope where the pope is saying is in as much as your personal prelature, you have to get closer to this definition in the law. Now that doesn't mean that lady can't cooperate. In fact, the law says specifically that lady can cooperate by means of contracts and agreements. But those collaborators are not viewed in the mind of the law as essential to the institution.
