Each of these connections has a strength, and the strength says how much does this neuron over here influence that other neuron over there at the next time step? And in the beginning, the network is dumb. It knows nothing. But then, through learning, through lots of training examples, it learns to do something reasonable. That could be recognizing speech, or translating from one language to another, or driving a car.
