The OSAP program was supposed to be a five-year program with funding every year. A letter from Senator Harry Reid asked that they take it into a special access program status, SAP status. At the bottom of the letter, there's a list of all the people who were on the receiving end of this program. In this letter, it's the first time the A-tip moniker was ever used.
