Civil Attacks Are Not Unsolved

A civil attack is when some one controls many different addresses. The challenge there is that if i control many addresses, and i have an open governant slayer, i can essentially take over the governance of one of these collectives. And so you need to insure that you have people and not bots behind your vaulting persona. I'm still to usolve that in the dull space, or n teital space.
