What Should Local Governments Do?

Florida is ahead of North Carolina, somewhere between there and California. But we're finding that Florida has really become problematic to the point where we've actually seen some intervention in some of the localities like Tallahassee. For North Carolina, let's break this down a little bit. What should local governments do to start? Well, there's some things they can do that are kind of low-handing fruit.
