The FAA, the sports governing body keeps an eye on teams to make sure they don't spend more than their allocated time in the wind tunnel. The higher you are in the constructors or the teams championship, the less wind tunnel time you get. So for the start of the 2023 season, the team that finished last in the table in 2022, which was Williams, got to spend the most time improving their car. And Red Bull, who won, got the least amount of time.
