A quoteative verb is essentially a verb that introduces either a direct quote or internal dialogue. When you say something like John said, I couldn't go to the party, then your listener assumes that it is in fact what he said. The problem is, is we don't always just talk about what people actually said. We might talk about what we were thinking or what they were thinking but maybe not in a verbatim sort of way.
