Is Putin a Strong Distortor?

Most of the people who are making the argument that like he was a weak dictator are not trying to mitigate his crimes. They're just trying to understand specifically how did the Holocaust occur, right? So it's complicated because some of them are Holocaust deniers. When you really get deep into Hitler's studies, it gets kind of messy. No one really argues that he wasn't a strong dictator as regards his control of the military machine. In terms of the architecture of genocide, how do we categorize him?
