The Nilfgaardian Empire Treats Mages More Fairly Than Other Empires

The Nilfgaardian Empire actually treated mages more fairly and better than some of the other kind of geopolitical bodies. I think it's partially a fear of how do you control them once you let them in, right? Because presumably these people who are in charge are not capable of doing the powerful wizardry themselves. And so they're like, well, if I lure in all these people who can throw fireballs willy nilly, how do I keep them from just killing me and taking over?
