Smuts has a close relationship with liberals including j hobson, an important critic of empire and one who would influence lenin's account of imperialism. But his definition of imperialism is one that excludes the british empireit. So he makes this disssociation of imperialism and empire. And for him, imperialist states are the ottoman empire, germany which he calls centralizing states.
