Does Naming and Shaming Actually Work?

Director of the Federal Bureau of Investigation, Thomas P. Donohue talks to CNN's John Defterios about cyber-espionage and foreign governments' attempts to stymie U.S. democracy. He says that indictments are just one part of much more of a whole of government strategy in terms of enforcement. The fbi is not afraid to go after individuals who conduct operations on behalf of the united states if the rule of law supports it - but they're going to follow the facts wherever they lead.
