There was an advantage this time around, in the early, late eighties, early nineties, as they began thinking about the successor. The space telescope science inst tan ora, its managing partner, institutional bureaucracies within nassa that build space telescopes. They had these groups of people, administrative class bureacratic classes, that want to continue to persist. And i think also the god of space flight centre was very enthusiastic about a successor to hobble.
