In the eighties, jumping turnstiles was a way of life in new york city. When you prosecute those people, you keep them in jail and all of a sudden they're not on the subway to commit bigger crimes. It's the people doing the small stuff that later are doing the big stuff. I can't again explain to you enough how important and how critical this was in lowering the crime rate in New York City.
