Do You Have a Requirement?
The way that the Pentagon likes to work it actually started in the 50s and 60s. It's this very linear process right. You just you think about what you want to buy. And then you like go to high technology readiness level stuff and then you eventually go to acquisition and requirements or in contracting. The whole process can take 10 15 years from when you start to think about the requirement to when you're really starting to get initial operational capability.
