There will always be some number that has to come to the united states because either mexico won't take them back, or we don't have sufficient detention capacity. Mexico is trying to keep those numbers much smaller, and is also mandaning that anybody waiting in mex have to have their case heard for at least six months. And i think the court has to grapple with does it want to continue litigating that? Or does it just want to say, look, let's go back to the old system?"
