Is There a Level of Government That's Local?

I worry that when things get too local, people just don't have the band with to be thinking about their local school and really holding it accountable. The only policies that we know of that can cause police to yet treat people of diferent races more more equally in the policing context are strict rules on individual discretion. And so you now, i think there's this general sense, i often described as like a pendulum swinging back and forth, whed like the us. Conversation about removing or allowing discretion for good comes most with judges.
