The Concept of Subsidiarity in Education

In theory, the idea of subsidiarity is that a central authority should have a subsidiary function and perform only the tasks that are absolutely necessary. So if we look at that in terms of government, or here in Wales, we look at it in terms of regional consortium,. Within education within curricular and curriculum policy, those organizations shouldn't serve or contribute to edge any function that can actually be picked up at the local level. This includes decision making, including pedagogy, including assessment, including that self evaluation, that school improvement cycle. The idea being that that framework and those sort of, you know, those parameters are set, but we have trust as part of them.
