There was a full moratorium on commercial and recreational harvest for years. The species has still been in steady decline for the past 20 years. We just didn't do what we needd to do at that time to regulate it properly, and until it was too late. I always run around telling people that regulated recreational fishing is negligible. It mean, regulated as theh key word there.
