Some versions of forgiveness are incompatible with each other. But I do think that there are types or versions of these two views that are potentially complementary. One might argue that forgiveness is fundamentally both an emotional change and an normative change. So according to such a view, forgiving might require both overcoming blame and releasing the offender from the reparative obligation.
