The Doom-Quine Thesis

Popper and Deutsch were right to reject the Doom-Quine thesis, says Andrew Keen. But they used different terms for refuting a theory in their discussions of epistemology. A scientific theory is not refuted if it has a rival that is a good explanation with the same or more expokanda. In the absence of a good rival explanation, an explanatory theory cannot be refuted by experiment.
