A charter city is just a new city with better laws. It's typically on a green field site or maybe it's taking a kind of failed previous development and injecting it with capital and expertise. A classic example is Shenzhen, where China created the Shenzhen special economic zone in 1980. In 1980, five years later, Shenzhen had the tallest buildings in all of China.
