New York City has 107 billion dollars to spend. Councilman Ruben Navarrette says the city should be focusing on housing education and mental health services instead of cutting existing social safety net infrastructure. The mayor's budget includes an expansion in 1.5 billion dollars to the nmy pb's budget that is where we see the increase, he said.
