The Soviet Union as it was then had been communist country. Mikhail Gorbachev thought everything was going to be under control. But gradually what happened is that he had unleashed all sorts of forces. The nationalist forces in the non Russian republics, places like Estonia, Latvia, Lithuania, Georgia and so on started dreaming of regaining their past independence. Then lurking in the background were the hardliners who said, no, you've gone too far. We don't want you to dismantle our country. We want to keep the Soviet Union.
